The Goodman Corporation and Incite Network Secure $1M Federal Infrastructure Grant for Southwest International Trade Corridor

A highly competitive federal grant has been successfully secured to advance a major international supply chain and freight corridor in the Southwest. The strategy was developed by a joint team of national advisors. The U.S. Department of Transportation’s Build America Bureau announced that the $1 million award—part of a nationwide $46.97 million funding round distributed to 45 public entities across 27 states—will fund critical pre-development, including a 33-mile international trade route called the High Mesa Corridor.

The grant was issued through the federal Innovative Finance and Asset Concession (IFAC) Program. This initiative helps public agencies get the absolute most out of the infrastructure they already own. By opening the door to private-sector investment and public-private partnerships, the program bridges the gap between public infrastructure needs and private-sector efficiency. This practical approach gets major projects built much faster while actively protecting local taxpayer dollars and keeping public debt low.

While the vast majority of national IFAC awards focus on localized, urban transit projects, the High Mesa Corridor framework stands out as a unique model for rural economic development. The project is one of the few nationwide designed as a multi-use infrastructure spine, strategically combining international freight logistics with critical utilities, broadband, and clean energy systems to drive regional growth. This award is also the only one awarded in the state of New Mexico.

The Goodman Corporation (TGC) and Incite Network advised on the technical and local partnership frameworks that won the highly competitive award. TGC served as the subject-matter expert and technical lead, mapping the corridor’s long-term infrastructure and financial strategy. Incite Network spearheaded partner coordination, narrative strategy, and stakeholder alignment. Together, the two firms have successfully unlocked tens of millions of dollars in project funding across southern New Mexico.

The awarded project focuses on a 33-mile trade route connecting the Union Pacific Intermodal Terminal in Santa Teresa, New Mexico—a vital inland port for international commerce—to Interstate 10. The project is designed to safely divert heavy commercial truck traffic away from local neighborhoods and agricultural roads. This shift will streamline regional commerce, improve public safety, and protect local property values.
